Advocates call for increased and new sources of global health financing

Decisive action needed by all stakeholders to increase investment and leverage development funding opportunities for health

Washington — According to a new report based on a global consultation, the world must come together to dedicate increased funding to global health.

Expanding Global Health Finance: Convening Report and Agenda for Action — jointly released by Friends of the Global Fight, The ONE Campaign and RESULTS — is an in-depth review of the current global health financing landscape, and outlines key opportunities for future investment. It draws from a convening hosted by the three partners earlier this year, in which more than 50 global health financing experts participated. The report summarizes key findings from the convening and identifies strategic options to strengthen and diversify global health financing, including with sustained official development assistance in combination with domestic resources,  blended finance, debt relief and private capital. 

“We need action now to unlock the resources needed for global health,” said Chris Collins, president and CEO of Friends of the Global Fight. “Donor assistance remains essential and unique, but it’s imperative that we get creative about leveraging other financing. The future of people’s health – and national economies – depends on it.” 

The recent radical shifts in global health financing (including steep cuts to foreign aid, a spiraling debt crisis and other financial pressures facing low- and middle-income countries) indicate that the world has entered a new era in global health finance. To meet this unprecedented moment, policymakers, bilateral and multilateral donors, global health program leaders, civil society and private sector partners need to double down on what already works and embrace opportunities to attract new resources for health – all the while identifying and overcoming challenges that come with each financing approach. 

Convening attendees raised specific steps that key players – including global health advocates, governments, multilateral development banks, the private sector and global health initiatives, can act on immediately to mobilize new resources. This summary report brings together those suggestions, making clear that there is no single “magic bullet” to close global health financing gaps. Only by actively leveraging multiple funding opportunities and unlocking enabling actions will it be possible to mobilize the resources needed to make the world healthier and more secure for all.

The report also outlines several principles that should guide decision-making during this transition process, including: securing new financial resources (additionality), results, equity, do no harm and inclusion and participation.
